Dr. Hamood Alharthi
Former Undersecretary of the Ministry of Education (Oman)
Dr. Hamood K. Al-Harthi is the founder of Majan Education. He received his Ph.D.
in International and Developmental Education from the University of Pittsburgh,
USA (2002); MA in Sociology of Education from the University of London, UK
(1998); and Bachelor of Education in Teaching History from Sultan Qaboos
University, Oman (1995).
Dr. Al-Harthi worked as the Undersecretary of the Ministry of Education for
Education and Curriculum in Oman from 2012-2020. Before that, he was an
Assistant Professor in the College of Education, Sultan Qaboos University. Dr. Al-
Harthi’s other professional careers and experiences include Assistant Dean for
Training and Community Service, and Assistant Dean for Student Affairs at the
College of Education, Sultan Qaboos University..
On the International front, Dr. Al-Harthi served as the Chairperson on the Board for
UNESCO’s International Bureau of Education, the Chairperson of the Executive
Council of the Arab Bureau of Education as well as Consultant and Academic
Review Specialist for United Nations Development Programme amongst other
appointments.

Dr. Abdullah Alsarmi
Former Undersecretary of the Ministry of Higher Education (Oman)
Dr. Abdullah M. Alsarmi, with a Ph.D. in Education Measurement and Statistics, is a
senior consultant in higher education. He has over 30 years of experience in higher
education management and evaluation with a special focus on performance indicators
at institutional, regional, and international levels. He served as the Undersecretary
(Deputy Minister) of the Ministry of Higher Education, Sultanate of Oman for 16
years, a position that gave him wide exposure and insights to various issues and
challenges facing higher education not only at the national level but globally as well.
He ran student exchange programmes with more than 40 countries and was the
Chairperson of the Academic Council as well as the Deputy Chairperson of the Board
of Trustees for the College of Applied Science.
Dr. Alsarmi chaired the Steering Committee of the University of Buraimi, which in
just six years, transformed the university from a failing project to a successful private
university with state-of-the-art campus and facilities. He also chaired the Board of the
Omani Academic Accreditation Authority (OAAA), the body in charge of regulating
the quality of higher education institutions in Oman.
Other experiences include re-engineering and automation of processes in higher
education institutions, setting institutions KPIs, licensing higher education
institutions, and academic programs.

Dr. Rasha Sharaf
International Educational Expert & Researcher
Dr. Sharaf is a senior international expert and researcher in the field of education with
more than 24 years of experience in Strategic Planning and Development for
Education. Dr. Rasha is currently an Associate Professor of International and
Comparative Education and Education Administration. She was formerly the Vice
President for Students’ Affairs at the Egyptian National E-Learning University and
served as the Egyptian Cultural Attaché in the United Kingdom and Ireland where
she worked closely with more than one hundred universities in the UK in projects
related to universities networking, student placements, joint and collaborative
projects that ranged from establishment of branch campuses outside the UK to faculty
members capacity development, and joint/dual degree programs. She was a founding
member of the Egyptian British Education Association (EBEA) in the UK in 2013.
Dr. Sharaf has led education projects in more than 15 countries including the USA,
UK, Germany, UAE, France, Belarus, Turkey, China, Kuwait, Malta, Morocco,
Sweden, Portugal, and KSA. She had worked jointly with several international
organisations among which are The World Bank, the Organization of Economic
Cooperation and Development (OECD), UNESCO, DAAD, UNICEF, UNIFEM,
Fulbright, Swedish International Development Agency (SIDA), Canadian
International Development Agency (CIDA), United States Agency for International
Development (USAID), Save the Children (USA & UK). Projects ranged from
capacity development and training, and extended to comprehensive educational
policy reform projects, review of education systems and development of education
infrastructure, establishing new educational institutions, and sector-level reforms.
Dr. Sharaf has worked for over 6 years as the Director of the Strategic Planning Unit
(SPU) at the Ministry of Higher Education in Egypt where she supervised the the
establishment of new universities and higher-learning institutes in Egypt, both public
and private per the National Plan of Egypt.
She received her Master’s Degree in 1998 through joint supervision between Helwan
University, Egypt, and the University of Fairfield, CT. The USA. Her master’s thesis
investigated the different university accreditation systems in the USA, UK, and
Egypt. She earned her .D.Ph.D. degree in 2002 through joint supervision between
Helwan University, Egypt, and the University of Pittsburgh, PA. The USA. Her Ph.D.
thesis focused on strategic planning for universities in the USA, China, and Egypt.
